Apple confirmed today that all DMA-related change it’s applied to iOS will also apply on iPadOS later this fall. (Under the DMA it has six months to meet the iPadOS compliance deadline.)“Developers can choose to adopt the Alternative Business Terms for Apps in the EU that will include these additional capabilities and options on iPadOS, or stay on Apple‘s existing terms,” it wrote in a blog post.“Once these changes are publicly available to users in the EU, the CTF will also apply to iPadOS apps downloaded through the App Store, Web Distribution, and/or alternative marketplaces,” it also noted, adding: “Users who install the same app on both iOS and iPadOS within a 12-month period will only generate one first annual install for that app.”
I continue to maintain that this "about-face" needn't have happened as all of this were reasonable requests from developers from the beginning. =/
To summarize:
There are now reasonable carve-outs for CTF
EU rules apply to iPad OS (which should have been from the start)
[tbd] Apple's yet to announce browser engine and streaming games support on iPad OS
This doesn't change that EU requesting specific UX for specific features is a dumb idea
And finally, I used to know an Apple that would have started this reasonable position a LOT longer. Apple still lost a ton of credibility with developers including distrusting the 3 year carve out.

I still wouldn't risk signing up to this, which means I can’t access any of the rights won by the @EU_Commission’s DMA. 👎
